Hon. Tiffany D. Tilley, MBA for Michigan 10th Congressional District Policy Platform:Women's Rights The MAGA Republican movement is waging war against the individual rights and freedoms of Women. The freedom of women depends upon the State you live in, which is unacceptable. The MAGA Republican Theocratic Dictatorship movement is intent upon using Congress to install their Big Government control of Women across all States and Territories in the United States. If Women aren’t free to choose their own life and make healthcare and personal decisions freely in every state, then Women aren’t free anywhere in the United States. Tiffany Tilley is committed to introducing and co-sponsoring Federal legislation that supports women’s rights, promotes gender equality, and ensures access to reproductive healthcare. She will work to create an environment that empowers women and supports strong, healthy families.:Reproductive Rights and Health Services:&nbsp;Ensuring access to comprehensive reproductive healthcare, including family planning services, maternal health care, contraception, and safe abortion services. Legislation will include protecting women's autonomy over their bodies and reproductive choices.<ul><li>Co-sponsor and push for passage of the Women’s&nbsp;Health&nbsp;Protection&nbsp;Act&nbsp;of 2023 (H.R. 12 &amp; S.701 or the Ensuring&nbsp;Women’s Right to Reproductive Freedom Act (H.R.&nbsp;</li><li>Co-sponsor and push for passage of the Black Maternal Health Momnibus Act</li><li>Ensure Federal Funding for Planned Parenthood and related Non-Profit and Medical organizations that support women’s health and choice options for women.&nbsp;&nbsp;</li><li>Provide funding grants for Organizations such as Planned Parenthood and Faith Based organizations to implement parent education and skills development programming, to improve parenting outcomes for women who choose not to terminate the pregnancy.</li><li>Codify the Right to Woman’s Health Privacy &amp; Body Management Freedom as a Statutory Act via Congress, with provisions that restrict States from violating the fundamental rights of women's health privacy.&nbsp;</li><li>Women’s Health Pre-Clearance (VP Harris’s platform) - Require States to get approval before the implementation of any legislation that reduces the access to qualified medical care services including abortion.&nbsp;</li><li>Pro-Life Care Stipend Act – for single mothers or low-income families (earning no more than 200% above the poverty level or less or meeting other socio-economic conditions) – provides for eligibility to receive a $500 monthly stipend to support parenting expenses (will require work, college enrollment, skills trade program or military service).</li><li>Health Insurance for All Pregnant Mothers Act - Any pregnant mother who lacks healthcare coverage in all 50 States, DC &amp; the US Territories will be immediately eligible for either Medicaid or Medicare, depending upon their age and regardless of their State’s expansion of Medicaid – (The reimbursement rate will be increased based upon household income and poverty rate of the mother) – Income eligibility levels will max out at $80,000 for a single parent household and $110,000 for a two parent household<ul><li>Healthcare Coverage will also include coverage for mental health services and/or substance abuse services if needed upon health assessment.</li></ul></li><li>Childbearing Tax Deductions Eligibility Act - Both parents would be eligible to write off all child and parent development expenses during the pregnancy period on Federal taxes and State taxes, pending State enabling legislation, including medical expenses, copays and out of pocket costs - (standard category or itemized deduction eligible).</li></ul>Michigan is a Safe Harbor State for Women to live free and pursue the rights enshrined in our U.S. Constitution of life, liberty and the pursuit of happiness. If we give control of our country to MAGA John and his MAGA Republican Theocratic Dictatorship party elected partners, they will institute a National Ban on Abortion, nullifying Michigan’s Proposal 2 of 2022, enshrining abortion and reproductive freedom in our constitution, and turn America into States like Alabama, Texas, Idaho and other MAGA Republican Theocratic Dictatorship controlled States that are passing Abortion Care Travel Bans, seek the legal authority to criminally prosecute healthcare providers in Free States, criminally prosecute spouses, parents and family members who travel with a woman seeking abortion services in a Free State like Michigan. Alabama State Attorney General Steve Marshall, in a court filing relating to the Yellowhammer Fund V. Marshall a lawsuit to overturn The Alabama Human Life Protection Act, stated that “An elective abortion performed in Alabama would be a criminal offense; thus, a conspiracy formed in the State to have that same act performed outside the State is illegal,” Marshall wrote in a court filing. In the same filing, Marshall stated that “the legality of abortion in other states is irrelevant” and “Alabama can criminalize Alabama-based conspiracies to commit abortions elsewhere.” Alabama AG Marshall even cited in part of his filing that the State could place burdens on a person’s ability to travel without violating their right to travel if it has compelling justification. Marshall has stated that the “state’s compelling interest” in protecting the unborn child could be a compelling justification in preventing pregnant women from leaving the state on their own.&nbsp;Under the MAGA Republican’s Dictatorship dreams, they would legalize forced confinement of pregnant women nationally, placing them under governmental jurisdiction. How is this limited government or freedom? It is a MAGA Republican version of the 1850’s Missouri Compromise for women of all races. America must be a Free Country for women, while protecting States that are safe haven for those who choose to not live under MAGA Anti-Women Dictatorship Government control. The 10th Congressional District is the front line in protecting women’s rights and humanity and I will stand in the breach.&nbsp;Legislation Against Gender-Based Violence:&nbsp;Implementing and enforcing laws that criminalize all forms of violence against women, including domestic violence, sexual assault, harassment, and trafficking. I will introduce legislation and co-sponsor legislation to expand resources to help find and bring home missing and exploited women, especially Missing and Murdered African American Women, Indigenous American Women, Hispanic American Women, Native Hawaiian &amp; Pacific Islander American Women, Arab &amp; Middle Eastern American Women and Asian American Women. My legislative packages and stakeholder outreach will include establishing support systems for survivors and ensuring access to justice.Equal Pay and Workplace Equality:&nbsp;Introducing and enacting legislation that ensures equal pay for equal work, addressing pay gaps between men and women. Implementing measures to promote workplace equality, such as anti-discrimination laws, parental leave policies, and flexible work arrangements. Some of the legislative bills I will introduce to achieve these outcomes will include:&nbsp; <ol><li>Maternity Leave Support Act - If employed, the mother will be eligible for a National paid maternity leave tax credit or direct monthly financial stipend, depending upon income level, (standard or itemized deduction eligible).</li></ol><ol start="2"><li>Expand the Family Medical Leave Act to include compensation for parents (married couples and single mothers and fathers who have established paternity) taking time off after the birth of the child and expand the amount of available time from 12 weeks to up to 36 weeks.</li></ol><ol start="3"><li>School participation, supplies and materials tax credit (standard or itemized deduction eligible) – parents will be eligible to write off 100% of the expenses for purchasing school clothing ($450 max credit), supplies, mileage and time for participation in school activities or volunteering in school programming</li></ol><ol start="4"><li>Adopt the proposed National Comprehensive Paid Family and Medical Leave Program -&nbsp;The program will ensure workers receive partial wage replacement to take time to bond with a new child; care for a seriously ill loved one; deal with a loved one’s military deployment; find safety from sexual assault, stalking, or domestic violence; heal from their own serious illness; or take time to deal with the death of a loved one.&nbsp;</li></ol>&nbsp;Access to Education and Skills Training:&nbsp;Policies that guarantee equal access to quality education and vocational training for girls and women. This includes initiatives to promote STEM (Science, Technology, Engineering, and Mathematics) education for girls and opportunities for women to enter non-traditional fields.Additional Student Loan Debt Reduction &amp; Cancellation for careers in Education, Youth Development and/or Children Services Act - in addition to the base level of Student loan debt relief, provide an additional debt reduction and cancellation options by pursuing teaching and educational, youth and children service careers with tiered relief models as follows:<ul><li>100% for teaching in underperforming school districts</li><li>75% for teaching in all other school districts</li><li>50% for employment in Children Health, Human Service &amp; Child Welfare careers</li><li>25% for employment in Youth Development careers</li></ul>Political Participation and Representation:&nbsp;<ol><li>I will support the reintroduction of the John Lewis Voting Rights Act and the Freedom to Vote Act and I will introduce the Right to Vote Act as a stand-alone bill, which guarantees the right to vote as a right of Citizenship.&nbsp;</li><li>I will introduce legislation to help bridge the structural gaps that impede Women of Color who pursue elective office.&nbsp;</li><li>I will also introduce legislation and push for related appropriations funding to require and fund the expansion of Civics, Functions of Government, and Elections Operations education in K-12 school systems and offer continuing Civics, Functions of Government, and Elections Operations education classes for adults to improve the understanding of how our Government works, how elections work and the ways to engage different levels and branches of Government.&nbsp;</li><li>I will also introduce legislation to mandate accessible opportunities for women in Government funding and contracting and related representation in both the Governmental and Corporate Sectors. This includes quotas or affirmative action policies to increase women's representation in government and corporate boards.</li><li>I will also participate in programs that help introduce women to the myriad of opportunities to enhance women's participation and representation in politics, leadership, and decision-making roles.&nbsp;</li></ol> Ending Discrimination and Stereotyping:&nbsp;Women face a continuing number of structural, systemic and discriminatory barriers to equal access and opportunity. As your Congresswoman, I will do everything I can through legislation and administrative rules within federal agencies to implement policies aimed at eliminating discriminatory practices and stereotypes that limit women's opportunities and perpetuate gender-based bias in society, media, and workplaces.&nbsp;Support for Women's Economic Empowerment:&nbsp;Creating policies that promote access to credit, entrepreneurship opportunities, and job training for women. Support programs for women-owned businesses and initiatives that encourage financial literacy and economic independence. Examples of legislation to achieve Women’s Economic Empowerment includes:<ul><li>H.R.5060 - Women's Retirement Protection Act – Strengthen consumer protections to protect retirement savings by establishing spousal protections, similar to those that are available for defined benefit plans, for defined contribution plans like a 401(k). It also supports women with low incomes and survivors of domestic abuse seeking retirement benefits by providing grants for community-based organizations that help them get qualified domestic relations orders, and make sure they receive the retirement benefits they are entitled to following a divorce or legal separation.</li></ul> Legal Rights and Property Ownership:&nbsp;Ensuring women have equal rights to land, property ownership, inheritance, and legal representation. Strengthening legal frameworks that protect these rights and providing education on legal protections available to women. As your Congresswoman, I will introduce legislation to equalize and protect a woman's contractual rights, property rights, intellectual capital rights and access to legal representation in domestic, civil and criminal legal proceedings.&nbsp;Investment in Gender-Responsive Services:&nbsp;As your Congresswoman, I will both inform you of resources for gender-responsive public services, including healthcare, education, childcare, and social support systems that cater to the specific needs of women and girls, while introducing legislation to maintain and expand these important gender-responsive public services. While MAGA John and the MAGA Republican Cultural Theocratic Party wants to restrict services and support for American women to reach their potential, I will work to ensure women of all racial, political, spiritual, educational and socio-economic backgrounds have more supportive services, not less.&nbsp;&nbsp;Awareness, Education, and Training:&nbsp;Implementing awareness campaigns, gender sensitivity training for law enforcement and judicial officials, and educational programs to challenge gender norms, promote gender equality, and prevent gender-based violence.International Cooperation and Commitments:&nbsp;Protecting women is not just an issue within America, but it’s a global issue. MAGA John and the MAGA Anti-Women Republican party will demonize the efforts to speak for Women across the world as somehow taking something away from Americans, that is an inherent lie. Members of Congress have a Constitutional role in both domestic and foreign affairs and doing both ensures that women here and away are able to live free from oppression and discrimination. As residents in the 10th Congressional District, you may have female family members living in other countries and you want them to be able to live as you live today. Your love does not stop at our borders edge, and neither should your Congressperson’s work to protect your female relatives here and abroad.&nbsp;Unlike MAGA John, I can do both jobs and will do both jobs. I will support international agreements and conventions that uphold women's rights, such as the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). I will support trade agreements and international partners that support women's personal and economic freedom around the world.&nbsp;

Tiffany believes that every woman deserves to decide what is best for them, for their body, and for their life. Women quality and affordable healthcare and deserve equal pay. Tiffany understands that parents are the first customer in this process, with whom trust must be established. Tiffany also staunchly defends the fact that parents include MAGA voters, Democratic voters, Independent and Third-Party voters, African American, Arab, Jewish, Hispanic, Indigenous, Asian American and White parents, heterosexual and LGBTQIA+ parents and they all have an equal voice in both their children’s education and how their school's function. Parents are the decision makers, who need to believe that the School System, the staff and State, Federal, Religious or Chartering stakeholders are making decisions that will understand their expectations.&nbsp;Parental involvement, student attainment and teacher impacts are not just for the MAGA Republican groups who claim to speak for “parents” and force their MAGA Authoritarian indoctrination educational models on the majority of Parents and Students. The indoctrination education forced upon parents in States such as Florida, Arkansas, Oklahoma and propaganda organizations such as Hillsdale College, and PragerU (not an accredited university) don’t take in the goals, concerns and voices of Parents of Color, White Democratic and Independent voting Parents, Parents of Non-MAGA households when implementing educational material that does not represent the accurate experiences of diverse communities nor prepare children for the four primary positive Post-High School Life outcomes:<ol><li>College admission,&nbsp;</li><li>Military Service,&nbsp;</li><li>Skilled Trades or&nbsp;</li><li>Entrepreneurialism&nbsp;</li></ol>While helping them avoid negative Life outcomes Post High School (substance abuse, criminal record, unemployment/underemployment, early unnatural loss of life). Tiffany will push the House Appropriations Committee for increased federal funding for public schools, introduce legislation and co-sponsor bills that support measures to attract and retain qualified teachers, and work to reduce educational disparities in underserved communities. Tiffany aims to ensure that every student has access to a world-class education, preparing them for success in the modern workforce.Equitable Access to Education:&nbsp;Ensuring that all students, regardless of their background or socioeconomic status, have access to quality education is a key priority. Continuing to limit our evaluation of student, teacher, school and school district performance to testing alone won’t help us change outcomes for students. Expanding our evaluation criteria to include: attendance, parent participation, GPA, Student-Parent Development metrics, Participation in career exposure activities per grade year and exposure type, course difficulty, post-graduation life-path exposures &amp; extra-curricular activities to student achievement metrics is the way to measure a student.&nbsp; An assessment of a student's development should be broader and more involved than just the latest set of test scores.&nbsp;Technology Integration:&nbsp;Utilizing technology as a tool for learning. This involves ensuring access to digital resources, promoting digital literacy among students and teachers, and integrating technology effectively into the classroom to enhance learning experiences.Investment in Parental capacity development programmingProviding funding and technical support to school districts for improving the knowledge, experience and relatability of staff towards parents is critical for improving their participation in their child’s education. Parents have different rationales behind making their decisions for their child’s education. Understanding them and training staff to identify those profiles and engaging them based upon those patterns will improve both the retention of parents and their students, as well as the participation rates of parents in their children’s educational experience.Assessment and Accountability:&nbsp;Improving assessment methods to accurately measure student progress and ensure accountability across educational institutions. This involves moving beyond standardized testing and incorporating alternative forms of assessment that better reflect student learning and growth.Special Education and Inclusion:&nbsp;Addressing the needs of students with disabilities by promoting inclusive education and providing necessary resources and support services is crucial. Access to trained Paraprofessionals is critical. Improved access to specialized education programs and support systems for students with diverse learning needs is imperative for this population.Foster Youth Reform:Reforming the systems that support foster youth is an essential endeavor to ensure these vulnerable individuals receive the care, resources, and opportunities needed for their well-being and successful transition into adulthood. Several key areas of focus in foster youth reform include: Ensuring that every student is taking credit-bearing classes; has access to transcripts; stable and nurturing placements; education supports that limits disruptions and increases assistance for enrollment and tutoring; transitioning to adulthood supports; and trauma-informed Care.Community Engagement and Partnerships:&nbsp;Collaborating with communities, parents, and local organizations is essential for successful education reform. Encouraging parental involvement, fostering community partnerships, and engaging stakeholders in decision-making processes can positively impact educational outcomes.Addressing Socioeconomic Factors:&nbsp;Recognizing and addressing the impact of socioeconomic factors on education is important. Trust in the mutual goal of parties, trust in the capacity and capability of the parties to live up to their performance and deliverables, trust that the parties have a clear and mutual understanding of all factors leading into the interaction and the outcomes expected upon completion of this interaction. In the area of education, the foundation of trust is even more critical because of the intersectionality of persons involved in the relationship. This intersectionality includes:<ul><li>Parents who choose the education provided for their children and have expectations of their children’s performance.</li><li>Students who receive the content provided by the educational system and have to meet the expectations of their parents.</li><li>Teachers who have to deliver the educational content to the students, communicate the performance to the parents and have to meet performance expectations of the educational system provider, regulatory bodies and other stakeholders.</li><li>Educational providers (Public, Charter, Parochial &amp; Private) who manage the educational sites, interact with the parents to get them to buy their product and student who receive the direct services of their products, employ the teachers, administrators and other site-based staff and the State regulatory agencies, Federal agencies and other stakeholder bodies.</li><li>The State government, who serves as the origin source of public educational providers through State law, provide the main source of funding for educational providers’ operations, monitor the performance of and intervene if metrics aren’t met over a consistent period of time, deploys the regulatory governance and reporting to parents, students, the general public, Federal agencies and other relevant stakeholders.</li><li>The Federal government, who provides additional funding support for social, health, economically disadvantaged and minority students. Works through Title IX, Title I, Title II, Title III, No Child Left Behind, Race to the Top, Common Core, STEM, STEAM and other programs to quantify educational success through additional testing and reporting metrics and goals settings activities.</li></ul>In Traditional Public-School Districts, Charter Schools, Parochial &amp; Private School Systems across the country, we acknowledge that between past schools' leadership, fiscal decisions, poor operational planning &amp; various levels of State and Federal Interventions, our K-12 Educational systems have lost the trust that is critical in the intersection of stakeholders required for successful outcomes. We also have to acknowledge that all parties have lost trust in the Federal Government’s programming and testing mandates, which have not materialized in consistent positive outcomes.Tiffany’s approach looks at this intersectionality and how she will introduce legislation and work with parents, teachers, students and related stakeholders to produce a broader and more intentional educational approach that better addresses and empowers these stakeholder clusters in a model to improve tangible educational outcomes across all educational systems such as:<ul><li>Parent trust — mandatory to fiscal stability, student achievement and rewarding experience.</li><li>Student trust — increased year by year educational outcomes and post high school life path success.</li><li>Teacher trust — retention, performance and innovation gains by supporting the whole child-parent enhancement model.</li><li>Individual Schools support and administrative staff — certainty that comes from having a solid direction and strategic plan to drive performance and expectations.</li><li>School Board members, Faith Based Leadership, Chartering Operators, Central administration, Executive and support staff — support for the tools and resources needed to deliver educational products that meet the needs of both customer groups (parents and students) and clear regulatory and fiscal compliance policy to make mid to long term strategic planning.</li><li>The State and Federal Government trust — an opportunity to demonstrate a different approach to and partnership model for changing how we measure student, parent and educational system success.</li></ul>

As a long-time education advocate, and educator Tiffany continues her work as the Co-Vice President of the State Board of Education. QUALITY AND AFFORDABLE EDUCATION

Congress plays a critical role in ensuring that the Economy works for all people, the middle class, the working class, the poor and the rich. A healthy economy means everyone must have the opportunity to achieve sustainable growth and legislative action that provides support as needed. Congressional Democratic legislative priorities have resulted in restoring consistent stimulative growth, closing the wage gap and maintaining a positive flow of economic activity. Our economic recovery has been better than any other G7 nation. GDP grew at an annual rate of 4.9% last quarter, and more than 3% for the Biden presidency. We have the best job market since the 1960s and the lowest uninsured rate in U.S. history. The Dow Jones broke 37,000 in December 2023 for the first time. Wage growth, new business formation and prime-age labor participation rates are all at historically elevated levels. Prices fell last month. Rents are softening, and gas prices are falling Domestic oil and renewable production are at record levels.After 40 years of Supply-Side Economic policy, we finally have an opportunity to retool our economic policy approach and focus it on Demand-Side Economic activity. The election of Ronald Reagan in 1980 &amp; Conservative America’s desire to eliminate the FDR-Eisenhower-LBJ-Nixon Economic policies led to a Supply-Side Economic policy revolution that directly correlates with a decline in the economic power of the 99% and erosion in the ability to finance a large family. MAGA John James is a proponent of this economic return to the Gilded Age of the early 1920’s, which failed families then and is Anti-Family now?The Biden Administration and Congressional Democratic leadership in Congress has provided America with the clearest mirror to expose the fraud of MAGA Republican driven Supply Side Economic policy, austerity macroeconomic policy from the Federal Reserve and tax cuts for the top 1% and Corporations. Tiffany will also push for the investment in and restoration of legislation that supports families and individual economic development. Tiffany believes that a thriving economy should benefit everyone and is committed to ensuring that no community is left behind.:Infrastructure Investment:I will introduce legislation that builds upon the Infrastructure Investment and Jobs Act, the Inflation Reduction Act &amp; the Chips &amp; Science Act and will expand infrastructure development in the 10th Congressional District, Michigan and across the country, including transportation, energy, broadband, and water systems, creates jobs, enhances productivity, and eases the opportunities to attract private investment and create Public Private Partnerships. The purposeful 50-year disinvestment and mismanagement in our infrastructure by MAGA Republican Presidents, Congresses, Governors and State Legislatures will require passing new legislation to continue these investments to catch up for purposeful negligent by MAGA Republicans and Supply-Side/Tax cuts for the rich.Tax Reform:I will focus on introducing legislation and pushing for regulation changes to tax policies that balance revenue generation with incentives for businesses, individuals, and investments that will stimulate economic growth. This involves realigning current and future tax cuts for small businesses, research and development tax credits to be indexed to job creation and other net measurable economic activity, and simplification of the tax code which will include:<ul><li>Retail Access Act - Incentivize retailers by offering an equal tax cut for providing a 15% to 25% discount on consumer products, groceries and other essential goods that impact quality of life.</li><li>Introduce legislation for increasing the corporate tax rate from 21% to 30% and creating an indexed tax reduction incentive model for corporate businesses that make tangible investments into American workers and small businesses as follows:</li></ul><ol><li>Increasing the wages of their current American workforce above the rate of chained CPI per year.</li><li>Hiring a net increase of new and retained FTE employees in American based operations.</li><li>Increasing In-Country spending with direct and in-direct vendors through the existing supply chain.</li><li>Indexed on a ratio of 7.5% annual investment (7.5% net increase from their current fiscal year budget expenditures in each category) to a 1% deduction/write off (each tax year) scale, so the corporation has an opportunity to reduce their tax burden through direct Intra-Country tangible investments each year, but make it scalable to allow for variance in annual spending increases by Corporations (cap the reduction amount to 7%, so that the tangible capital investment to tax liability reduction equals a 52.5% capital investment to 7% tax reduction.)</li></ol><ul><li>Amend the Opportunity Zone sections of the 2017 MAGA Republican Tax Law to require any tax-exempt eligible investment must be directly tied to a net full-time equivalent employment creation increase with wages above the Average Employment Cost Index for the geographical area of the zone and that all current tax-exempt investments will be terminated unless the investment can be valued to a net full-time equivalent employment creation increase in the geographical area of the zone.</li><li>Introduce legislation to restore Pro-Family Tax credits such as the Refundable Advanced Child Tax Credit, an enhanced Permanent Dependent Child Tax Credit, an expanded Earned Income Tax Credit, Paid Leave Tax Credit, make the ACA Premium Tax Credits permanent and introducing new tax credits for child educational expenses, non-custodial parental engagement, Business investment in on-site Childcare facilities among other provisions in my Real-Life Pro-Family agenda plan.</li></ul>Tax policy needs to change because too much of the burden falls on individual workers and families. Corporate tax contribution to the overall revenue generation by the Federal Government has decreased significantly since the end of World War II. In 1943, contributions to Federal tax revenues from the Corporate Income tax (39.8%) exceeded the Individual Income tax (27.1%). In 1945, contribution to Federal tax revenues from the Corporate Income tax (35.4%) &amp; Individual Income tax (40.5%) were roughly equal. Since then, the gap between them has grown, as first slowly up until 1967 (Individual Income tax 41.3% to Corporate Income tax 22.8%), which was also the last year that the Corporate Income tax contributed more than 20% of the total Federal Revenue. Since then, the gap has grown exponentially to the point where by 2022, the Individual Income tax contribution equaled 52% to Corporate Income tax contribution equaling 8% (OMB historical tax percentage composition of receipts by source 1934 to 2022), a 6.5 to 1 ratio. The math doesn’t support the narrative that the Corporate Community pays a disproportionate share of the Federal Tax burden. MAGA John &amp; the MAGA Republicans taxing plans never reduce the burden of taxes on families making less than $300,000 and households making less than $150,000 per year. The burden falls on individuals versus Corporations, and I will push legislation to change this.Trade and Export Promotion:Our world populations are interconnected, which requires trade legislation that understands this reality and balances domestic, human rights, small business and worker rights interests. I will introduce legislation and engage our trade agencies to formulate trade policies that encourage fair trade, market access, and export opportunities bolstering industries and increasing global competitiveness. I will work with President Biden, the Administration and willing Congressional members to facilitate negotiating beneficial trade agreements while protecting domestic industries.Support for Small and Medium Enterprises (SMEs):I will introduce legislation that ease regulatory burdens, provide access to capital, and offer technical assistance and training for SMEs to stimulate entrepreneurship, innovation, and job creation. One important initiative I will lead is to use tax policy to index tax incentives to Corporations that increase their year over year procurement spending with American based Small and Medium sized businesses.I will also introduce The Small Business Loan Assistance Act — All Businesses with revenues under $100 million should be provided with no-interest loans backed by the SBA (less than $20 million in revenue) and the Department of Treasury/FED ($20 million and higher). Businesses with $100 million or more in revenue would be provided with access to low interest loan options, if needed, with no more than a 6% interest rate. Normal credit restrictions will be eased to allow businesses with less than $5 million in revenue to access loans for operational needs with revenue demonstration, business bank account and operational assets as proof of business viability for loan determinations. That will increase businesses liquidity down the revenue and supply chain, which adds capital, goods and services spending, wages for employees.Education and Workforce Development:I will introduce crucial legislation for appropriation funding increases aimed at improving access to quality education, vocational training, student loan reform, and lifelong learning opportunities. This includes initiatives to equip the workforce with skills relevant to emerging industries.Innovation and Research Funding:I will introduce legislation for increasing investment in research and development (R&amp;D) through public-private partnerships, grants, and tax incentives drives technological innovation, boosts competitiveness, and creates high-value jobs.Financial Regulation and Stability:I will introduce legislation to restore prudent financial regulations from the Dodd-Frank Act that were cut by the 2017 MAGA Republican Tax Scam, and new legislation that ensure stability, prevent systemic risks, and protect consumers while fostering a dynamic and competitive financial sector which is vital for economic health. This will protect families, young adults, small businesses and even Corporations from financial instability.Sustainable Development and Green Economy:I will introduce legislation supporting renewable energy, sustainable practices, and environmental conservation not only address climate challenges but also foster growth in green industries and technologies. We have started to make progress through the Inflation Reduction Act, and we must continue to invest in new sustainable clean energy programs, support new clean energy business creation and employment opportunities for displaced and underemployed residents in the 10th Congressional District and around the Country.Promoting Economic Inclusion:I will introduce legislation that supports protecting and expanding economic opportunities to disadvantaged and disproportionately impacted communities that reduces income inequality, promotes social mobility, and addresses disparities in access to opportunities that strengthen the economy by leveraging the full potential of all segments of society. The 10th Congressional District is rich in ethnically, demographically diverse residents and significant segments face structural as well as systemic barriers to reaching their economic potential. I will introduce and vote for legislation that realizes that truth and vote against legislation that seeks to ignore and devalue diverse communities,&nbsp;Resilience Planning:I will introduce legislation for developing policies that build economic resilience against shocks, such as pandemics or natural disasters. This involves creating safety nets, diversified supply chains, and contingency plans. The US had 25-billion-dollar weather and climate disasters in 2023, with losses exceeding $1 billion each. These events included 1 drought event, 2 flooding events, 19 severe storm events, 1 tropical cyclone event, 1 wildfire event, and 1 winter storm event. Michigan experienced 17 extreme weather events. Each of these negatively impacted small businesses, homeowners and people’s personal economic position. The 10th Congressional District is annually at significant risk of freezing events, severe storms, flooding and winter storm events and MAGA John’s refusal to bring or support legislation that will help our residents is disrespectful. These are all examples of how these climate events can hurt you. I will not ignore the threat to you, your family and your businesses.Global Engagement:I will introduce legislation to foster engaging in international cooperation, participating in global initiatives, and maintaining diplomatic relationships. This will foster economic partnerships and open new avenues for growth. The 10th Congressional District is home to businesses that export products across the world, which supports existing jobs and purchasing from local small businesses to support operations. MAGA John, MAGA Republicans and the MAGA Leader Trump all believe that international trade is bad for America, and they want to cut off America from international trade. This will take jobs from residents in the 10th Congressional District, contracts from 10th Congressional District businesses and money out of residents’ homes. I will vote against every bill that threatens your household and business incomes and introduce legislation that will increase your opportunities from global commerce.

Tiffany has fought to raise the wage, as well as served as the Director of Community and Economic Development for a municipality. Her work in various roles has helped to bring in millions of dollars to Southeastern Michigan and support affordable housing. She understands that in order to have a healthy economy we need a balanced economy.

A STRONG ECONOMY

Tiffany grew up with a mom who was ill. She was an advocate for her mom during end-of-life care. She understands many of the trials families face with healthcare and throughout the healthcare system.

HEALTHCARE REFORM

While working at a non-profit agency in Detroit, Tiffany served with a co-worker "Daisy" who was Mexican. One day she was there, and the next day she wasn't. It was revealed that her family had been deported. Tiffany understands we have to protect our borders, while still treating immigrants with dignity and respect.

IMMIGRATION &amp; BORDER SECURITY

Tiffany has a high respect and appreciation for Vets. Both of her grandfathers and great-grandfather were veterans. Her maternal grandfather served in World War I, and his father in World War II. As the Political Director for the former 14th Congressional District, she named Danny Craig the Director of Veterans of Affairs. They hosted Forums making assistance available for housing, jobs, etc.

VETERANS

Michigan is the home of the great lakes, with many beaches, walking trails, and wildlife. As a lifelong Michigander, and an outdoor person, Tiffany loves enjoying Pure Michigan. From spending time on Anchor Bay to Metropolitan Beach all the way to Tahquamenon Falls, she will support legislation that protects our Environment.

PROTECTING OUR ENVIRONMENT

International experiences while obtaining her MBA from U of D Mercy where she studied in several countries helps to influence policy and diplomacy. During her international travels, she obtained mentoring from corporations and governments, as well as studied different cultural, business, political and social frameworks. Countries Include: Israel, Brazil, Italy, Costa Rica, China and Hong Kong.

DIPLOMATIC FOREIGN AFFAIRS

The first issue Tiffany organized around is stopping the violence and gun safety. She brought resources to neighborhoods that were drastically in need. As a result of the Oxford shootings, she introduced gun safety resolutions that were passed by the State Board of Education. In Congress she will continue to educate and introduce policies to help our neighborhoods and country be a safer place.

GUN VIOLENCE PREVENTION

Tiffany is a licensed real estate agent who has worked in Real Estate Development and Community and Economic Development. In Congress she will work hard to bring money back to the 10th Congressional District to make significant infrastructure investments in roads, bridges, transportation, etc. As well as introduce policies to enhance the quality of life for residents.

INFRASTRUCTURE AND COMMUNITY DEVELOPMENT

Growing up in the inner city, Tiffany has seen the effects of the criminal justice system. As an educator she understands what the school-to-prison pipeline means for many of our youth. As Congresswoman she will introduce policies to reform the system and rehabilitate offenders.

She defended herself, resulting in an altercation. Neither girl was reported injured and there were no weapons involved. Afterwards both girls were handcuffed and taken into custody where they were both transported to the police department.&nbsp;Her mother Crystal Smith enlisted the help of the Co-Vice President of the Michigan State Board of Education, Tiffany Tilley, for advice and resources to help her daughter who was taken to juvenile detention.&nbsp;Montana was charged on Monday, March 4, 2024, with Disorderly Conduct and released pending a hearing that is being scheduled. Tilley is helping Smith to find an attorney to represent her daughter.&nbsp;"Schools should be a safe zone for our children. Parents should have confidence that when they send their child to school, they will return to them&nbsp;healthy both physically and mentally. Here, we have an 11-year-old and 12-year-old being handcuffed and arrested for a fight. The school should have worked with the students and parents to navigate and de-escalate the situation. Instead, these girls and their families have been traumatized as they now try to navigate a system, they should have never been introduced to in the first place. This may cause irreparable psychological harm. I am calling for the charges to be dropped immediately, training for staff, and disciplinary actions. Our youth must come first."&nbsp;said Tilley, who, in addition to serving on the Michigan State Board of Education is also a Democratic candidate for congress in MI10.&nbsp;Smith is a Michigander who still owns a home in Michigan, and relocated for work two years ago to Fremont, where the incident occurred.&nbsp;"As a mother I am outraged, I feel helpless, I am in disbelief, I am sad, heartbroken, and distraught.&nbsp;I haven't eaten or really slept.&nbsp;My job is to nurture and keep my child safe. While she was in detention, I constantly thought about Montana and realized my child is locked up and I can't help her. If I had it my way - the Ohio educational system and the educational systems throughout the United States would be safe places that educates and develops children, not tears them down, or traumatizes, and incarcerates them."&nbsp;She continued, "Montana hasn't slept or eaten since being&nbsp;incarcerated as a juvenile.&nbsp;Montana is upset and sad. She said I did the right thing in defending myself, and the school put me in jail. I never want to go back to that school again.
